PSE's IT Infrastructure team is looking for qualified candidates to fill an open Senior Telecommunications Engineer - Nokia SME position!

Job Description
- Provides the planning, design, acquisition and implementation of the company’s Wide Area Network.
- A high level member of a telecommunications transport network team of 6
- Evaluates business requirements to develop and implement solutions.
- Conducts project planning and management, cost analysis and vendor comparisons.
- Performs traffic study analysis to determine best configuration of systems.
- Collaborate on infrastructure related to telecommunications network including related hardware and software to ensure availability, recoverability, performance, integrity and supportability through production support of new and existing network and implementation of enhancements.
- Provides advanced internal customer support for the new and existing telecommunication systems. Researches, recommends and designs new technologies, new configurations and enhancements to existing telecommunications; provides consulting advice to customers on the capabilities of the telecommunications network environment.
- Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities.
- Promotes and supports a culture of total safety.

- Ensures duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities
- Work outside immediate discipline to coordinate a group of people in the design and planning of complex projects.
- Design and lead implementation of hardware, software, and environment standards based on business strategy and architecture.
- Recommend communications solutions required to support business applications needs.
- Evaluate, recommend, and select appropriate hardware and software for WAN infrastructure.
- Undertakes the most complex capacity planning, analysis and engineering design changes.
- Serves as point-of-contact across several areas or disciplines to provide input and expertise on telecom activities with high impact or visibility.
- Participates in mid- to long-term network and telecommunication systems planning.
- Defines project scope, objectives, and client requirements, including project schedule, cost, finances, risk mitigation, communications, change control, and resources.
- Performs cost/benefit analysis on more complex projects.
- Performs lead role in reviewing vendor proposals and making recommendations.
- Collaborates with business partners and peer-level professionals from other IT Teams from PSE, vendor or consulting organizations.
- Applies advanced knowledge in a primary Team and general knowledge in multiple relevant Teams to create solutions for highly complex business situations.
- Provides expert technical advice and counsel to management and to less experienced infrastructure professionals.
- Mentors peers to acquire fine points of professional practice.
- Updates and creates documentation for all network modifications or proposed changes.
- Performs other duties as assigned.
Minimum Qualifications
- Two (2) year degree or certification in a technology-related field or equivalent combination of education, work experience or relevant military experience, and at least four (4) years of experience in related field.
- Four (4) years of technical telecommunications experience.
- Three (3) years of experience in related planning, analysis, configuration, installation, management, and coordination work.
- Ability to manage projects, including schedules, resource allocations and budgets.
- Experience leading and participating in internal and external teams.
- Strong interpersonal and communications skills.
- Ability to analyze complex systems, solve problems, and multi-task.
- Knowledge and experience with IT infrastructure, MPLS, data, voice, Telco, concepts, practices and procedures.
- Extensive knowledge of subject matter within telecommunications, with a basic knowledge of related disciplines.
- MS Office skills.
- Knowledge of industry best practices and technological leading edge developments.
- Knowledge of commonly-used concepts, practices, and procedures within telecommunications field.
Desired Qualifications
- Professional Engineer Certification.
- Customer-centric focus with demonstrated ability to apply insights to meet customer technology needs and improve IT maturity.
- Proven experience working independently and/or in a team environment to deliver on initiatives.
- Demonstrated ability to drive for results to deliver against commitments.
- Nokia or Cisco Networking Certifications.
- SME Experience working with specific equipment such as but not limited to: Nokia 7705 SAR, 7750 SR, Nokia 1830 DWDM, Aviat Eclipse Microwave and Coriant/Infinera DNX.
- Python or other scripting language.
- Linux and Windows OS background.
- Experience using Wireshark or other packet capture tools for analysis and troubleshooting.
- Experience working with SCADA and Teleprotection system.
- Experience working with mid-sized WAN's of 100 nodes or larger.
- Working knowledge of the following:
- MPLS architecture and supporting protocols such as IGP and label signaling (LDP and RSVP).
- MPLS service architecture to include VPWS, VPLS and VPRN.
- Traffic engineering with constraint based routing in MPLS.
- BGP routing protocol.
- Working knowledge of precise network synchronization (TDM and packet).
- Working knowledge of QOS principles and implementations.
- Extensive knowledge and experience working with IT infrastructure, TDM, IP, MPLS, data, voice and leased Telco.
- Extensive hands on experience with network and telecommunications designs and equipment configuration to include but not limited to: routers, switches, DACS, channel banks and microwave radios.

The pay range for this position is $96,200.00 - $169,300.00, and this position is eligible for annual goals based incentive bonuses.
