Basic Eligibility For A Position With The NRO - You must be a U.S. Citizen

Where You Will Work
The NRO Office of Intelligence coordinates, consolidates, and synchronizes the various intelligence and threat functions performed across the NRO enterprise in support of NRO operations, acquisitions, and mission assurance. The Office of Intelligence applies analytic and technical knowledge and experience to assess intelligence reporting and leverages points of contact throughout the NRO, Intelligence Community (IC), and national security community to provide insights into foreign threats to national security missions. The Office of Intelligence’s mission is accomplished by researching, compiling, and assessing large amounts of data in support of threat identification and impacts of threats on NRO research, design, acquisition, launch, operations, sustainment, and protection. OOI’s Threat Intelligence Group researches, requests, and compiles intelligence reporting and briefs NRO and D&O top leadership to support awareness and development of national security space systems.

What You Will Be Doing
The Supervisory Intelligence Analyst leads a small team of intelligence analysts and engages in management, coordination, collaboration, synchronization, and integration of NRO-wide intelligence requirements, resources, and activities. They assist in managing the NRO intelligence enterprise by developing, interpreting, applying, implementing, and evaluating NRO intelligence policies, strategies, and doctrines to enable effective synchronization, consolidation, and sharing of intelligence across the NRO intelligence enterprise and to NRO leadership. They also facilitate communication and coordination between the NRO intelligence enterprise and the IC, and between the NRO intelligence enterprise and Space component intelligence entities.
Major Duties: - Leads the threat intelligence group in support to NRO acquisitions; primary POC to the NRO enterprise on threat issues.
- Threat intelligence POC and briefer to NRO senior leaders.
- NRO threat intelligence representative to other IC, DoD, and Space agencies, plans, and projects.
- Leads research and consolidation of all-source intelligence products pertaining to foreign capabilities and employment of space and counter-space systems to include systems and employment that threaten NRO space operations, support, and acquisition.
- Employs a wide range of intelligence skills and background knowledge to research capabilities, developments, and trends in foreign use of space and space systems and threats to NRO space operations, support, and acquisition; and forecasts of future capabilities, developments, and trends.
- Research, review, and integration of complex all-source studies, reports, papers, briefings, and assessments from Intelligence Community (IC) components on space and counter-space issues for NRO decision-makers in acquisition, operational, and policy-making roles.
- Responsible for bringing extensive research of space-related strategy, doctrine, tactics, operations, force structure and subordination, deployment, capabilities, systems and facilities, and vulnerabilities and threats.
- Closely coordinate on NRO intelligence requirements management process. Continuously monitoring and integrating valid intelligence requirements from within NRO with timely, comprehensive, and accurate responses.
- Direction, review, and refinement of NRO threat estimate/library. Identify intelligence gaps and specify requirements to fill gaps in information, and ensures incorporation of resulting intelligence into the NRO threat estimate/library.
- Maintains liaison with counterpart specialists in the IC and in Space component intelligence entities.
- Supervision of a team of 2-4 government analysts and contractors.
What You Need
Knowledge, Skills, Abilities/Competencies :
- Demonstrated experience as an all-source intelligence analyst.
- Experience working in technically proficient dynamic team environments. Ability to work within small teams, brainstorm ideas, support group decisions, and solicit opinions from coworkers. Excellent interpersonal, collaboration, and teamwork skills.
- Self-starter with a strong drive to develop new ways to gather and investigate complex and disparate data sets to extract salient points and articulate them clearly.
- Demonstrated strong research, analytic, critical thinking, and communication skills.
- Demonstrated excellent writing skills.
- Demonstrated openness and respect for diverse perspectives. Ability to remain open-minded and re-evaluate analytic conclusions based on new intelligence reporting.
- Ability to make sound judgments with bias for action under tight deadlines.
- Demonstrated collaboration experience across the DoD within the intelligence community, space community, armed services, and/or combatant commands.
- Knowledge of intelligence operations, threat analysis, and Defense Intelligence Enterprise operations.
Desired Qualifications
- Knowledge and/or training or certification in Intelligence Support to Acquisitions.
- Background in space systems, technical operations, and/or cyber intelligence.
- Experience across NRO operations, architecture, and capabilities.
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above.

- Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

This position may meet the qualifications for Defense Civilian Intelligence
Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay
for NRO Cadre employees and candidates as authorized by the office of the
Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)).
Cadre employees and candidates are eligible to receive STEM pay if they are
currently serving in a STEM designated position. Should a Cadre employee or
candidate earning STEM pay change positions within the organization, they
must be assigned to another STEM qualifying position in order to continue to
remain eligible for STEM pay. Otherwise, Cadre employees and Candidates
Generally would be transitioned to the DCIPS GG Pay Scale.

Hiring Incentives
The NRO may offer hiring incentives and other entitlements at management’s discretion.
Trial Period
All new DCIPS employees will be required to serve a 2-year trial period.
