Telework Information: This position is eligible for hybrid work schedule, with up to two days of remote work and three days or more onsite, per week.
California Public Employees' Retirement System (CalPERS) seeks a Financial Accountant IV in the Financial Office, Financial Reporting and Accounting Services (FRAS) Division.
Under the general direction of the Controller, the Assistant Division Chief is responsible for supervising and directing, through subordinate managers, the operations of the Treasury Management Section. The incumbent will assist the Controller in managing CalPERS financial risk and ensuring sufficient liquidity exists to meet benefit, vendor and other payment demands while maximizing funds available for investment.

Working Conditions
- This position is designated as office-centered and works primarily onsite at the Sacramento, CA -Headquarters at least three weekdays.
- Workstation is located in a standard multi-level office building accessible by stairs and elevator, with artificial light, height-adjustable desk, and adjustable office chair.
- Prolonged reading and typing on a laptop or keyboard and monitor.

Statement of Qualifications
Please provide a Statement of Qualifications (SOQ) for the hiring manager’s review. Applications received without an SOQ or those that do not respond to the specific statements below will not be considered.
The SOQ must be typed, titled “Statement of Qualifications”, and each statement must be numbered and answered listing all relevant experience, education, and training, including places of employment, dates, and duties performed.
The SOQ must not exceed two pages in length, include the JC#, First and last name, and must not have font smaller than 12 point and address the following:
- Describe your experience in reviewing operational performance as it pertains to meeting specific objectives and goals, and your demonstrated ability to train staff on changes to policies, procedures, and laws. In your response, include specific examples of your experience leading and motivating staff and fostering accountability in a changing work environment.
- Describe your experience applying leadership through effective interpersonal and emotional intelligence skills, including communication, active listening, critical thinking, self-awareness, persuasiveness, and the ability to counsel and motivate others in a constantly changing work environment. In your response, include examples of your ability to identify opportunities for organizational improvement and successfully lead and implement change.
- Describe your experience managing the operation of all treasury management functions including cash flow management, cash accounting and reconciliation, cash controls and books of record, cash forecasting and compliance, banking and custodial relations management. Please include examples of situations where you demonstrate the effective communication with various high-level officials of the State Treasurer’s Office, Department of Finance, State Controller’s Office, bank executives and various internal high-level managers to ensure completion of critical financial transactions and timely transfer of sensitive financial information.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience in leading and managing a highly specialized and technical team of managers, supervisors, and team members in treasury operations such as liquidity forecasting and assessment, daily cash management, payment processing, cash flow management and policy application.
- Application of tax regulations, state regulations and departmental policies and procedures to treasury management functions.
- Communicate effectively both verbally and in writing; possess effective listening skills; provide and receive feedback; and clearly articulate financial data to executives. Adapt and work in a variety of situations and with individuals and groups; be open to different and new ways of conducting business; and modify one’s preferred way of doing things. Gain support for ideas, proposals, projects, and solutions.
- Ability to research and analyze critically sensitive daily cash activities and review historical and anticipated sources and uses that affect cash (e.g. new legislation, court decisions, economic indicators and other factors).
- Ability to prepare and review treasury management policies, liquidity and cash management reports prepared and distributed by Treasury Management staff for use in determining CalPERS fund’s cash position, disbursement and deposit of funds, and determination of cash buffers and available liquidity at depository banks. Ability to research and respond to inquiries from the Controller, CalPERS Board of Administration, Finance and Administration Committee Chief Executive Officer, Chief Financial Officer, and CalPERS employers concerning a broad spectrum of Treasury Management Section policy issues.
